Q: Signing the Trilateral Agreement
A: A Trilateral Agreement, entered between South university, Danish partner and DFC, should be signed no later than May 31, 2014. Further clarification: At the information meeting concern were expressed from some participants about the limited timeline for signing the Trilateral Agreement. In order to facilitate an administratively easy procedure, a first step will be to sign a Memorandum of Understanding (MoU) on Development Engagement in which parties agree to engage themselves in the Inception Phase under the BSU II Programme, and to cooperate in preparing and finalizing the Inception Report laying down the details in budgetary and activity terms of the engaged South-North partnership. Upon signing the MoU, an inception phase disbursement (based on an inception phase budget), covering the inception phase costs, can take place with immediate effect.
When the Inception Report including budget is approved by the Ministry of Foreign Affairs a Trilateral Agreement entered between South university, Danish partner and DFC will be signed.
Upon signature by all parties, disbursement of funds can take place with immediate effect. A set of General Conditions for the management of the funds will be part of the Trilateral Agreement.

Q: Re. Situation in Uganda
A: It has been decided that Danida’s research cooperation with Uganda including the corporation with Gulu University under the BSU II will continue as before, and will not be affected by Danida’s restructuring of their engagements in Uganda (28.07.2014).
PLEASE NOTE: Deadline for partnership proposals to Gulu University has been postponed to 11 August, 2014 at 15.00 hrs.
Q: South – South collaboration
A: Partnerships may include a component on a South-South-North collaboration, on the condition that a Danish partner/consortium is part of the Trilateral Agreement
Q: Consortia and Coordination
A: The lead partner in a consortium may in the budget include salary for coordinating activities across the consortium. The level of man-hours allocated to this budget post should reflect a reasonable amount not to inflict a large administrative budget post.
Further clarification: General administration and coordination costs must be covered by the 20% overhead allocated to the Danish partners as stipulated in the note “Preparation of Partnership Proposals for the Building Stronger Universities Phase II”, Annex I. There may, in addition to general coordination and administration tasks, be additional need to ensure substantive coherence of the Danish support across the thematic priorities of the Southern partner. Salary compensation for research staff of the lead consortia partner performing such tasks is, within reasonable limits (i.e. a number of hours per week), eligible for funding in the activity budget of the Danish partner.

Q: Status on Inception Phase workshop process?
A: The Ministry of Foreign Affairs is now in the final stages of appointing the monitoring consultant, who will assist in the future planning stages and facilitation of the inception phase process.
