Environmental Governance at Local Level

Place of study: Aarhus University (Campus Emdrup in Copenhagen, and Campus Aarhus) and several excursion sites

Purpose: To acquire knowledge about greening and compliance with environmental policies, laws and regulations at local level. This includes knowledge on insufficient enforcement, implementation barriers as wells as how to collaborate with utility companies and local stakeholders.

Content: Participants are introduced to an integrated implementation model as an analytical framework. The model illustrates different factors (e.g. policy design, target group behavior, street-level bureaucrat behavior, organizational issues) that can become barriers for environmental policy implementation or, if overcome, facilitate good governance through a smooth implementation. The elements in the model are described through illustrative cases. We focus on specific Danish and EU environmental policies and their implementation as well as on cases from partner countries. These subjects will be examined through casework, hands-on methods, practical approaches, communication tools and excursions. We work actively with Action Plans and how to become change agents throughout the course. A number of online meetings take place before the visit to Denmark, and we support the participants in making a powerpoint presentation for stakeholders and managers upon return.

Target group: Strategically placed professionals with responsibilities in environmental governance or other environmental regulatory duties as well as environmental key persons in relevant utility supply enterprises. Participants are expected to hold at least a BSc (or similar qualifications) and have a drive for creating change.
