COVID-19 VIRUS – IMPORTANT MESSAGES FROM DANIDA FELLOWSHIP CENTRE

STATUS UPDATE OF 5 MAY 2020 – THIS MAIL GOES TO ALL PROJECT COORDINATORS RESPONSIBLE FOR DANIDA-FUNDED RESEARCH GRANTS.

Dear all,

This is a brief update to our email as of 19 March.

As time goes by, understandably, many of you have questions related to the potential consequences of your projects in light of COVID-19. In line with our previous information emails, we ask that you keep contacting us directly, and await the situation with regards to no-cost extensions.

Unfortunately, the Ministry of Foreign Affairs cannot provide additional funding for expenses incurred by projects due to COVID-19. We of course continue to show flexibility towards no-cost extensions and budget reallocations.

The following measures have been taken to accommodate the need for changes as a consequence of COVID-19:

– It will be possible to reallocate up to 30,000 DKK from other budget lines to the budget line for audits, in case a no-cost extension due to COVID-19 requires additional annual audit.

– All projects must reflect on the consequences of COVID-19 in the next narrative reporting. Furthermore, we ask you to include any reflections on changes or cut-backs in planned activities and outputs. We realize that, as there are no additional funds available, many budget reallocations might be at the expense of planned activities and may influence the achievements of the projects.

We encourage you to carry on with project activities that can be continued in one form or the other, exploring new and alternative ways to progress when possible and as needed.

Since it is still very unclear how the situation will play out long term, we also expect changes to planned stays in Denmark over the summer.

Dear all,

As follow-up on our previous mail and update on the current situation, we acknowledge that the worldwide implications of the COVID-19 virus will affect most research project implementations. Most stays in Denmark of PhD students and researchers have been interrupted and planned stays cancelled. No one can predict how long this situation will last, but it is likely that it will be a while.

We advise all project coordinators to keep in close contact with all project partners and coordinate which activities can be continued in one form or another, while putting on hold all activities affected by the COVID-19 restrictions. Following the precautions of the public authorities and taking care come first.

We will be able to accommodate COVID-19 restriction related project extensions and budget reallocations within the approved budget frame. We advise all project coordinators to await making a request for a no-cost extension and/or budget reallocations before a better overview can be obtained. As stated in the General Conditions, a request for a no-cost extension can be submitted until one month prior to project end date.

STATUS MAIL OF 12 MARCH 2020 – THIS MAIL GOES TO ALL PROJECT COORDINATORS RESPONSIBLE FOR DANIDA FUNDED RESEARCH GRANTS.

Dear all,

Please receive the following information from Danida Fellowship Centre in relation to the COVID-19 virus situation in Denmark. As of yesterday, the Danish Prime Minister has declared a countrywide shutdown for two weeks of more or less all activities, including shutting down universities and schools as well as the public administration (except for critical public functions such as hospitals etc.).

As a precaution and to reduce the risk of further spread of the disease in Denmark and abroad, DFC recommends the following precautionary measures in relation to visiting PhD students and researchers.

Therefore, please do read the following information and guidelines:

• PhD students or visiting researchers currently staying in Denmark less than 90 days:
– DFC recommends that you return to your home countries as soon as possible. DFC can rebook return flights for all study stays/research stays administered by DFC as soon as possible. We further recommend that stays administered by your own institution are terminated with immediate effect. Affected researchers and PhDs administered by DFC will be informed directly by Ms. Eva Thaulow Nielsen of the above recommendation.

• PhD students/researchers currently staying in Denmark more than 90 days:
– DFC recommends that these stays are carried on as planned, with the necessary precautions in place for all residents in Denmark at the moment. You can find information from the Danish authorities in English here.

• Planned study stays in Denmark:
– All DFC short-term courses originally planned to commence before April 21st have been postponed. DFC recommends you follow same procedure.

We acknowledge that this situation may affect the projects in terms of timeframe and budget.
