Building Stronger Universities Phase 4

Now in its fourth phase (2023–2028), Building Stronger Universities continues to place the strengthening of research capacity at the heart of the programme.

The primary objective of Phase 4 is therefore to enhance the role of selected East African universities as providers of scientific knowledge and research-based education and increase society’s uptake of the research.

Strengthening research capacities 

Strengthened capacities for research at smaller and younger universities in fragile settings and regions are important for overall economic growth, natural resource management, governance and peace. So, when the Building Stronger Universities 4 programme was designed, it was decided to build on the existing collaboration with Gulu University in Uganda and the State University of Zanzibar in Tanzania from previous Building Stronger Universities phases, and to include University of Hargeisa in Somaliland as a new lead institution. The African-led partnership model for collaboration between African and Danish universities proved successful in previous phases of the Building Stronger Universities programme and has therefore been continued into Phase 4.


Experience from the previous phases also suggested that the most substantial outcomes of the programme were to be observed in smaller and younger universities, where Building Stronger Universities contributed to strengthening both academic and administrative research capacities as well as enhancing institutional research support systems. Previous phases also demonstrated an increased need for fostering inter-university collaboration among universities in Africa and beyond.

The programme provides DKK 70 million for the period from May 2023 to April 2028. It involves three universities: Gulu University in Uganda, the University of Hargeisa in Somaliland, and the State University of Zanzibar in Tanzania, in addition to the Danish universities.

Below is an overview of the three Building Stronger Universities projects

Gulu University is a public institution in northern Uganda, established in 2002 with a mission to support community transformation and sustainable development. The university offers a wide range of programmes, including health sciences, education, agriculture and business, and is recognised for its strong commitment to applied research.

State University of Zanzibar (SUZA) is a public university located on Zanzibar, founded in 1999 and officially opened in 2001. SUZA operates several campuses and provides programmes in education, natural sciences, social sciences, languages, ICT and health sciences. It is known for research and teaching that address local and regional needs.

The University of Hargeisa is the largest public university in Somaliland, established in 2000. It offers a broad range of undergraduate and postgraduate programmes across faculties such as engineering, medicine, law, economics and social sciences. The university plays a key role in advancing education and development in the region.
